In an autocratic government, citizens are usually not allowed to participate in free and fair elections or express dissenting opinions without fear of repression. The government often controls the media, limiting access to information and stifling public debate. Additionally, civil liberties such as freedom of speech, assembly, and press are typically restricted, leaving little room for political opposition or civic engagement.
Autocracy is a form of government where power is held by one person (king, tsar, dictator). Oligarchy is a form of government where power is held by a few individuals (usually the elite class). Democracy is a form of government where power is held by its citizens.
An autocratic ruler has got unlimited power and usually does not allow, not even formally, that others than himself and a close follower group have a say in the government.

The political leaders are usually dictators who don't really give a crap about any of their citizens. Corruption takes over and citizens are essentialy slaves to the government.
Citizens insurance is government established not-for-profit based insurance for Louisiana and Florida residents as a "last resort" for those who cannot get insurance any other way.
Citizens don't usually want new immigrants because it is considered that immigrants take the jobs away from them. Also, many new immigrants get some sort of benefits from the government; the US citizens pay taxes for those benefits
