hells no! Democracy is a power of a folk = nobody, so Vladimir Putin wanted to make Russia happy and chose the way of tough policy , a so called centralized state when God (our common God who are in the Koran, The Bible and so on) leads the hand of a ruler and the state as a whole. So a term "liberal democracy" is a fiction to make people fools.
a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government.
Russia IS NOT A STATE!!

Russia

No it does not. They are a republic and not a democracy. There is no head of state in a republic.
Alaska is the U.S. state that is the closest to Russia. Russia is west of Alaska across the Bering Strait.
The head of state in Russia is the President Vladimir Putin.
