It has the highest population and is as the greatest food producing island. Also, it was in the center of the Japans, so it made sense for the seat of power to be in the center of the country.

Both Russia and Japan and other imperialist powers vied for control and the establishment of spheres of influence in and around the vast expanse of China. Before the confrontation with Russia, Japan warred with China and took control of Taiwan. Japan also created a sphere of influence in Korea.In 1904, Japan and Russia came to regard each other as rivals in the China area. It was a short war, little more than a year to begin and finish. Japan forced a treaty brokered by US President Teddy Roosevelt. In victory, Japan acquired the southern half of Sakhalin Island, Port Arthur and Russia's sphere of influence in southern Manchuria.The victory of Japan over the established power of Russia was significant as it now brought into the world, another imperialist power, Japan.
