This is a sarcastic or ironic comment. Originally, there was something called the "Golden Rule," a belief that we should treat others as we wish to be treated. Nearly every religion and philosophy has its own version of this ethical idea. But at some point, critics noted that while it is certainly admirable to treat others with kindness, that is not how the world really works. Sadly, said these critics, it is money that determines how people are treated: the person who has the gold (the rich person, the powerful person) is generally the one who makes the rules. We do not know who first made this observation, but it is well known in American (and probably British) culture.
