They both depend on each other to operate one cant work without the other. When the House of Reps (The Lower House) wants to pass a law or take some type of action they vote on it among them selves. Once they have passed it gets sent to the Senate (The Upper House) for approval if they don't approve it, nothing can happen.

Actually if I was president and had to choose an opposition, I would rather it be the senate. The house originates revenue bills. The house impeaches. The house can also elect a president. The senate can do none of these things.
