They both depend on each other to operate one cant work without the other. When the House of Reps (The Lower House) wants to pass a law or take some type of action they vote on it among them selves. Once they have passed it gets sent to the Senate (The Upper House) for approval if they don't approve it, nothing can happen.

Actually if I was president and had to choose an opposition, I would rather it be the senate. The house originates revenue bills. The house impeaches. The house can also elect a president. The senate can do none of these things.

Representatives in the House represent roughly 700,000 people each except for the states with populations of less than 700,000. The actual number is juggled to distribute the fixed quantity of 435 seat across the populations of the 50 states.

Since five states (in 2010) have less than 700,000 people, their single Congressperson numerically represents as many people as both Senators from those states.

Senators are not distributed by population, each state gets two. Technically the twenty smallest states...with only 10% of the national population...could nullify the entire Senate if their 40 Senators oppose cloture on debate for a Bill.
