Not entirely. Having freedom does not imply that you are in a democracy. Freedom implies that there is no such things as criminality or laws. It implies that you can basically act, think, and worship as you please without any restraints.

A democracy simply means that you are allowed certainfreedoms, such as freedom of speech and freedom from certain wants like clothes and [in some cases] shelter. A democracy implies that you have a ruling body to impede certain freedoms via laws. By impeding certain freedoms, I mean that in a democracy, you are not allowed to steal but you may burrow as long as you plan to return the burrowed object.

So essentially, freedom and democracy are two different things.
