Idea that to understand governance, you have to look at how social class organizes people into groups that are then governed differently.

Gramsci believed it to consider all governance structures that keep some people in power based on 2 ideas:

• coercion: through fear, intimidation, or fear to accept the governing powers of others.
• consent: which give people through the convention of using titles to accept power structures which subordinate us
