It introduced capitalism, replacing the previously socialistic economy.The nep was supposed to create a stronger soviet union.It was designed to do this by rebuilding the economy. After the Bolshevik takeover and two years of civil war and Lenin's "war communism," the Soviet economy was producing less than it had in the last years of the Tsarist regime.
