Basically in politics the Bubba factor is a term used to explain the common man. A lot of times it is used to refer to people as ones who don't think things through, uncivilized so to speak. Perhaps if someone wanted to outlaw guns, they might use the term Bubba Factor to point out that in a catastrophe these type of people would be more irrational.
