A bureaucrat is a government worker within a structured system of operations. The word may be used in a derogatory tone to mean "paper-pusher" or someone who is more concerned with the process (his job) than with the effects of the process, of its success. Another term that is used, for managers, is "officious."

In the US and other countries, bureaucrats work within a Civil Service system, which is designed to provide continuing government services regardless of the changes in management that occur through the political process.

The difficulty with a bureaucracy is that it can become so focussed on the details and rules of operation that it actually impedes its own function. The term "red tape" is often used to represent the documentation, verification, and levels of review that occur in a bureaucracy.
