This answer rests upon the Westminster style of Debating - a popular system the world over.

The chairman is the presiding officer of the floor and the speakers and runs the debate. All speeches are addressed to him as "Mr Chairman" or "Madam Chairman".

Two speakers form each side of the debate with the motion being defended by the proposition and being attacked by the opposition. The speaking order is as follows.

Prop, Opp, Prop, Opp, Comments from the floor, Opp, Prop
