In an oligarchy, the government is controlled by a small group of powerful leaders. Generally speaking, such persons may be wealthy land owners and high level military figures. The problems that an oligarchy has, is that new ideas, economic and social progress are limited to the ideas of a small group of powerful people. In the long run, an oligarchy falls behind more progressive and democratic nations. And, to maintain an oligarchy often requires a police state atmosphere to keep opponents in prison, exiled or executed.
