An oligarchy was a rule by few. This meant that there were a few prominent and powerful families in power, who passed on their power from generation to generation, maintaining that family's power. Because there wasn't one ruler fellow rulers could keep that leaders power in check. The purpose is essentially to keep the power held by a few families, and so one family, or ruler, doesn't become too powerful.
