This is a good question as many countries claim to be democratic that aren't ie North Korea. Here are some clear indicators. People choose their leaders at elections at which all adults are entitled to vote. The voters have a free choice of candidates with differing views. Human rights of all groups are respected especially free speech and free media.
yes a good democratic system of govt can sustain economic progress yes a good democratic system of govt can sustain economic progress
Both. In the eye of outside world its democratic but people inside the country are still feeling autocratic govt.
A democratic govt is good because it is formed by the leaders chosen by people and r answerable to it.
In Chile, a democratic country of Salvador Allende was expelled by the military coup by Augusto Pinochet. Though, the govt. by Allende was not true democratic but Pinochet's govt. was totally a DICTATORSHIP. After Pinochet's 17 years rule he conducted a referendum in which the people ere asked to agree or simply disagree the proposal of Pinochet of continuing his govt. but, he was voted no for his proposal and in the election Michelle Bachelet became the President.

A democratic state is one which is run by the will of the people if you are given the right to vote you are in a democratic state
Quebec is part of Canada, Virginia part of the US. Neither can directly enact agreements with the other. The Canadian govt makes agreements with the US govt.
It is run by a dictator and that makes it non democratic.
