That's easy! - most British Citizens are eligible to vote in Parliamentary elections, once they are 18. The Political Party that wins the most seats in Parliament will form a Government. The leader of a parliament is typically chosen by the members of the political party or coalition that has the majority of seats in the parliament. The leader is usually elected by party members in a party caucus or meeting. In some parliamentary systems, the leader of the party with the most seats automatically becomes the head of government.
Typically it happens the other way around, i.e. the leader of the political party that wins the most seats in the election is asked to form a government and therefore becomes First Minister.
