Without laws there would be chaos. Laws are promulgated so that there can be an orderly society.
It certainly helps when a person is orderly and efficient. But many people are creative, not orderly. To demand everyone be "efficient" ignores the diversity of skills among people.
In general: You should have a neat and clean appearance. You should have a flexible schedule. You should be willing to tolerate exceptionally stupid people most of the time. You should be able to keep your opinions to yourself, and willing to lie a lot to make people happy.
