The answer to this question is actually somewhat complicated.

The country's Constitution created the framework of a presidential republic, whereby the President is the head of state and head of the government. There are also two chambers of Parliament which share legislative power with the president.

In reality the same people are in power as in the Communist era. There is an environment of cronyism and corruption. Opposition parties hold little power and elections are held for the same people year after year.
