I would say just as devious as today. Many politicians in Shakespeare's time sucked up to the King or Queen in order to get somewhere, but only the aristocracy was involved in politics: the common person was not represented at all. No one had the vote. There was a lot of tension over religion, and a person (even a common person) had to be careful what he or she said or they would get locked up.
