Hideki Tojo was never a "dictator," though he held tremendous power in Japan during the Second World War. Some of his many titles (besides Prime Minister) include Home Minister, Foreign Minister, Education Minister, and Commerce Minister.

However, at no time did Tojo's power supersede that of Emperor Hirohito. In addition, Tojo held little sway over the Imperial Japanese Navy, which by 1941 had become the primary offensive weapon of the Japanese Empire.
