A proposition is a proposal of a law written by a interest group to be voted on in an election. To get it on the ballot voters have to sign petitions to put it up for the election. There is a set number of signatures that are needed and they are verified by the elections department before the proposition is placed on the ballot. I live in California and we have this process for propositions and there are things placed on the ballot that aren't clear, or benefit only one group. I often vote no on all of them. A bill comes from the legislative branch and goes through a vetting process and committees. Little input is given by voters unless they call or contact their representatives.
