Democracy refers to a system of government. The term itself is an ideology.
Democracy is a government made up of representatives chosen by the people themselves. Meritocracy is the ideology that people get what they deserve; it is a system where people are rewarded based on ability.
Typically, it is an ideology held by supporters of both anarchism and republicanism. They can be supporters of dictatorships, democracy, or no government. Their common belief is an opposition to the concept of "royal" folk and monarchist government.
The relationship between popular sovereignty, democratization, and democracy is most evident in the ideology behind the Declaration of Independence and the Constitution. Popular sovereignty is the idea that the authority of the government is created and continued through the Rule by the People. The people give their consent to the government through their elected representatives. This is where democracy comes in.
