The US got Hawaii from the government of the Republic of Hawaii. Members of what was called the Committee of Safety overthrew Queen Liliʻuokalani in In January 1893, and formed a Provisional Government for what ultimately became a new Republic of Hawaii. The government of the Republic of Hawaii and the government of the United States agreed that the US annex Hawaii in 1898. There is a link below.

The Kingdom of Hawaii was purported to have been annexed to the United States of America on January 17th 1898 by an act of the American Congress, known as the Newlands Resolution. Acts of congress are limited and do not extend past Territorial Boundaries to other sovereign nation states, hence making Hawaii's alleged annexation questionable.
1917. The Russian Provisional Government was established in March 1917 within a few days of the abdication of the Tsar. It was supposed to be temporary and it was but not for the reason it had anticipated. The Communist government was established in October 1917.
Liliuokalani's plans to strengthen the Hawaiian monarchy alarmed the American business community primarily because they threatened the political and economic dominance that American planters and businessmen had established in Hawaii. Her proposed reforms included a new constitution that would restore powers to the monarchy and reduce the influence of foreign interests, which many feared could disrupt the lucrative sugar trade and their profitable enterprises. This apprehension ultimately contributed to the overthrow of her government in 1893, as American interests sought to maintain control over the islands' resources and political landscape.
