As an archaeologist, I will attempt to answer this question to the best of my ability. Firstly, know that many monarchs were deemed evil, but most of these actions were desirable of an English monarch, there have been bad kings in terms of political stability and popularity. But there are at least three cases of evil monarchs, so here we go, with the three most evil monarchs, then we will eliminate on terms of actions and public perception.

Edward I of England (1272 - 1306) - As the hammer of the Scots and oppressor of the welsh, Edward was responsible for many militarial actions, his prowess of a war leader is undoubtable. During his campaigns, thousands were butchered and opressed, Edward was responsible for supressing two countries, he ruled with an iron fist. The accountable evils he comitted were the deaths of these innocents, in that note, he was evil in that he didn't care about whom he destroyed, but he wasn't in judging the fact if he hadn't performed these acts, people would consider him a poor monarch. But still, he is the third on our list.

Richard I of England (1189 - 1199) - The absentee king was more duke of Normandy than king of England. Richard, though a war hero, is responsible for the murder of inmeasurable victims during the third crusades and the french offense. He was unpopular due to his lack of interest in English affairs. From the evidence, he is the second evilest monarch on our list.

Mary of England - During her reign, simply due to religious hatred and predjudice, over 500 protestants were killed and the others were greatly oppressed, could you want more evidence?

summing up all notes, the most evilest monarch is...Richard I. though all monarchs on the list commited murder and atrocities, Edward murdered on his own soil, in the interests of his people and kingdom.

Mary murdered on her own soul, but in the interests of herself.

But Richard murdered in TWO continents, and selfishly abandoned his post on the English throne.
