For most of human history, rule was exclusively theocratic, monarchic, or autocratic, so the idea that a government should have some accountability to people is a relative rarity. The reason that democracy had a shot in Athens was that the city was so compacted and the local nobility could all readily communicate to one another. Once Athens had designed the system, it remained available for others to effectively modify. Rome started with the Republic before decaying into autocracy. The United States had the fortune of having its American Revolution led by individuals who believed in democracy and re-implementing it as a form of governance. With the increasing economic and political success of the United States, other nations have follow suit and established (or tried to establish) their own democracies.
