Some monsters that are in Tartarus are titans (Kronus) and evil one-eyed Cyclops. When people die, they don't go to Tartarus. They either choose to be reborn, to go to the Fields of Asphodel, or they simply get tortured by getting brewed in lava or getting chased by hellhounds or just eaten by Cerberus, the 3-headed guard dog of the Underworld.
