Where were mermaids first seen?

None. Mermaids were just made-up stories from old-time sailors who were needy of seeing a woman after months at sea. They probably were seeing long bits of seaweed that might have looked similar to a woman, same as you and I can 'see' faces and things in the clouds that aren't really there.

Mermaids are from ancient Celtic myths. The myths tell of seals or silkies that come to shore one night a year and shed their skin to be human for one night. The myth goes on to say that if someone comes along and takes the skin that the silky will stay human. There is a story about a man who fell in love with a silky so he took her skin and hid it in a wooden box. She marries him and has children but always yearns for the sea. Finally, one day she finds the wooden box and her skin. She returns to the sea, but can be seen off shore watching her children and "husband." This is where mermaids come from.
