This is a primate instinct shared with all the great apes (and many other animals, too). The origin of this reflex is to try to scare the threat away and to alert others to the danger to get help, etc. In modern human societies, we sometimes still scream even when these things are not possible or relevant (e.g. in a scary movie, on a roller coaster, etc.), so now the scream means simply, "I am afraid and/or surprised."

The jump is just a reaction to the scary thoughts in your brain which travels to the nervous system and since it's such a powerful demand, the nervous system spazzes and it spreads throughout the whole body and completes with a jump. Also, some people just do it for attention.
