Yes and no, for a cultural view point they are the outsiders who don't function as normally as most people would. But they are not crazy because they are mental ill not rampaging freaks. However, their disease does affect their thinking and processing so when they are in an episode, what the do may seem abnormal to an onlooker but in their "world" it is normal and very real.
