What happened was the employee's wife and teenaged niece, who was carrying the baby, were walking on a footpath when they startled Frodo. He grabbed the baby and climbed up into a tree and started to eat it. They did not euthanize him because the wife had broken the rules by bringing the baby to such a dangerous area and because he was simply acting on instinct.
