Try wearing sunglasses if you know you're going to cry at an outdoor event. Some tears might slip through, but it will be a lot less obvious.

If you're just tearing up in public, yawn and then wipe your eyes. People often tear up after they yawn, so doing this will look natural. Or squint and then start ferociously rubbing your eye like there's something in it. You can stretch and then run your hands over your face and quick wipe away the tears.

Full-blown crying (in contrast to tearing up) is harder to hide. The best thing to do is hold it in as best as you can and say that you have to go to the bathroom. Quickly get to the bathroom and then let yourself cry a little bit (you don't want to get a red face, though, so cry for as little as possible). Wipe your eyes and face with TP in the stall, calm down as much as you can, and then wash your hands. If it's not super obvious, take a paper towel, get it wet, and wipe your face. If you're a girl, you can make it look as if you're just cleaning up some makeup. Also if you're female, reapply some facial makeup to cover the redness.
