Get to know them. They say the eye is the window to the soul, so when talking to someone look into there eyes. Get to know their intrest and the things they like. Ask questions about them and if they are intrerested in connecting with you on a "soul level" they will ask you questions back and try to get to know you as well. If they don't maybe they don't want to get to know you and this isn't the right person who you shoud be trying to connect with on a soul level. Sometimes it just happens natrally, hense the term soul mate. Sometimes people just connect and match so greatly this just happens for them. Spending time together and making time definatly helps.
