Well you need to be prepared. There are many ways to do this and you could find a load of prep stuff along with a few techniques. I have been a successful Cryokinetic myself, I can create mist and freeze water. Holding ice cubes in your hands works. You also have to take cold showers. Once you've properly done a few techniques you can make up your own. One I made up was where I create frost all over a given point in the yard. All that sounds like a lot of discomfort and hard work. A far faster technique is to get yourself a bit part in the right comic strip and work your way up till you can freeze out the lead character. If it is a really upmarket comic strip you might be able to get them to write in a lot of other super-powers as well.

Addition again: Actually although holding ice cubes in your hand seems to condition your body, it damages your skin. And taking cold baths seems like an extreme.
