Singing is inherited. In order to sing well to begin with, one must inherit from a relative the trait of good singing. You cannot learn to sing well if your voice is crap to begin with.
I suppose one could learn how to sing BETTER but definitely it is impossible to improve the quality of ones vocal cords.

Singing is based on muscle memory, you can train your voice like an athlete trains their body. This is a skill that develops with work, if you grew up in a home where singing was prevalent, then you probably sang too and have vocal muscle memory.

Singing is a combination of genetic predisposition and learned behavior. While some people may have a natural talent for singing, most individuals can improve their singing abilities through practice, training, and vocal techniques. Learning correct breathing techniques, pitch control, and vocal exercises can all contribute to becoming a better singer.
