The propaganda technique huh? Are u sure you're ready for the truth? Well aight let me tell you what it is. There was a time, when farts were aloud to just be spread in the air, loud, silent, anytype, without anyone saying anything. One day, this guy named Anthony Barbour The Secound, got really pissed off by this fact, because everywhere he went, "fart" here and "fart" there and one point, he passed out. HE come up with "the propaganda technique". What it was, he invented this towel, but it was more then a towel, it was more like a wet towel, and when ever he heard somebody make a doo doo around him, SNAP, went the towel up the bum bum, marking the poor fellow for life, never again to let another one freely in the air. And that, my friends, is why everybody farts in silent or in private. Hope this Helped man.
