when someone is in a dreary and sad place (like an asylum) they are most likely to have hope. If they are free and have many things that they take for granted, then they won't worry about hope and optimism and just leave life alone. Assuming that the lunatics are incapable of logical thought they would be happy because they know nothing better. It is the same as the saying "Ignorance is bliss."
