I'd say that sexual behaviors often start to occur once a person reaches puberty. If sexual desire is occurring early, it could be because the person has started puberty earlier than most people their age.
The strongest link made so far has been the "early pubertal maturation among girls" as leading to "earlier initiation of sexual activity". (see source below). However, WHY this maturation has been occurring at earlier ages is not readily understood. Some theories speculate that hormones used to enhance the production of cow's milk may also be influencing sex hormones in girls, specifically (not boys). Currently, scientists are studying both the why, along with other influences, and the outcomes.
