For example, when someone is late, we tend to think "oh that person must be lazy or tardy" rather than consider that it may have been because his car broke down on their way here or there was some sort of accident. The reason we do that is because it is much harder to observe external factors (so it is easier to just blame the person for the behaviour).

I think that overattribution is when one's obvious characteristics(e.g. being rich) is singled out and is made reason to almost anything he/she does. Fundamental attribution error is using what you've known primarily of the person(e.g. being inconsiderate) and deducing that the person did what he/she did because of the kind of person he/she is.
