Normalcy is usually thought to be a result of "majority rule", however in many cases the central power of a culture imposes an alternate view. As an example in the American south it was "normal" to treat African Americans as second class citizens - this was changed by the Federal government. There is no worldwide standard of normalcy. Groups of people set their own bench marks based on culture, religion and historical grounds.
