Why do people wear bathing suits but won't wear underwear in public?

Because bathing suits are an acceptable attire to be worn in "Public" at the beach. Unless you are at a nude beach, no one wants to see you walking around in underwear. Besides that what difference does it make if you wear underwear or not as long as you have clothes on. Also, here in Florida, waltzing around in your underoos is considered indecent exposure.
In Eugene, Oregon it is legal for a male/female to walk around topless but they must remain moving.
I'd hope they do wear underwear. At least under their clothes :P
