Only if you feel comfortable doing that. For example, do you feel safe? Are there others in the locker room? If not, would you feel threatened if an older man or older and stronger looking boy walked in on you in a deserted locker room? Heck! You're in a public school, anything can happen. Kids play pranks and all that. There is no hard and fast rule. For your own safety, I would suggest you keep your swim suit on especially if you had to make a run for it! :-) It's only for a few minutes anyways. Whatever you do, make sure you are okay with it. Yes keep your trunks on at your age. Older men don't care as they can look after themselves.
