They are different because the index gives you a guide and the table of contents gives you the page numbers
The index page is the main page of the website (also known as 'home'). It also has contents. So there is no such thing as contents page because all pages have contents. What you really meant might be "inside pages" like contacts, about me or similar subpages of the index page.
A contents page usually lists the chapters of a book- along with a simple summary. The index will alphabetically list words that may be of use to the reader. For example, a book on snakes (since it's my category as a supervisor) might have a contents list of... Introduction Food Housing Species Care The contents are usually listed according to the authors idea of the importance of each subject. Whereas an index page will list words alphabetically... Corn snake Diet Feeding Gestation ...and so on.
Both the table of contents and index are parts of a book that help readers locate specific information within the text. The table of contents lists the main sections and chapters in order, while the index lists specific keywords and page numbers where they can be found.

Usually in the back of the book, before the index. However, check in the contents page (at the very beginning) and it should tell you which page to find the references on.
While it is common to find a table of contents at the beginning of the book and an index in the back of the book, actually placement has no bearing on the difference between these two. Contents is a sequential listing of items contained within a publication and an Index is an alphabetical listing. There may be several different forms of Indexes---words found in a publication, Index of Authors, of Articles, of References ... etc. but each Index is an alphabetical listing ... and non-sequential.

For a site to be marked as a homepage it must be a named an index when saving it and making a webpage. Historically this was implemented because if there wasn't an index address then the page was listing all the directory contents.
In Microsoft Word, you can find the table of contents and index features in the "References" tab. This tab includes tools for creating a table of contents, inserting footnotes and endnotes, as well as generating an index for your document.
The contents page is often called 'the table of contents'.
