Works Cited and Bibliography are not the same. In Works Cited you only list items you have actually cited. In a Bibliography you list all of the material you have consulted in preparing your essay whether or not you have actually cited the work. If you copy a paragraph from a book in a report, you should put it in quotes, and cite the work both in text, as well as in the reference list. However if you have read a book as background info, however did not cite anything in the report, include that book in bibliography.
