Drug testing works in the FBI, just as in other places of employment. You are sent to a lab to have a panel of tests completed. If you fail, you will not be offered employment.
It depends which country you are referring to. Many countries do not have employment laws and very young children work as soon as they are physically capable.

I don't see a "wrong" here. That depends on the labor and employment laws in your area and what your employment agreement is with the company. If your employment agreement is that you are on-call all the time, then it would seem you should report to work when asked. There should also be some written company policy about cancellation of shifts and any requests to report to work. If you are covered by union rules, check with your representative.
