Page header goes above the page or paper title.
The page header should be 1/2 inch from the top of the page.From The OWL at Purdue (see related link):Include a page header at the top of every page. To create a page header, insert page numbers flush right. Then type "TITLE OF YOUR PAPER" in the header flush left.
In the header of a title page people must include the term "Running Head:" followed by the paper's title in capital letters. Every page of the document should have a header including the title of the paper and the page number.

On the title page in APA format, the header consists of the words "Running head:" followed by a shortened version of the title in all capital letters. This header is aligned to the left margin.
To prevent the header from appearing on the title page of your document, you can select the "Different First Page" option in the header settings. This allows you to create a unique header for the first page while maintaining a different header for the subsequent pages. In most word processing software, this can typically be found in the "Header & Footer" tools.
The page number should be flush right (against the right 1 inch margin).
