There is still some debate over this issue, but it seems to be the result of the development in higher primates (especially people) of the neo-cortex. This section of the brain (which includes the temporal lobe) allows people to learn cause and effect, make predictions for the future and learn from the past.

In all other animals this part of the brain is either missing entirely or not completely formed.

The end result is that while animals can be taught through repetition, they are unable to extrapolate or predict. They are, what psychologists call "conditioned". So animals never learned to build anything more complex than a nest (though, some would argue that bee hives are fairly complex structures) and they are limited to that since their brains are not able to extrapolate and thus develop the skills, like mathematics, such engineering would require.
