the first part says if you see a christian brother or sister sinning in a way that does not lead to death you should pray and god will give that person life- means like if you see a brother or sister in Christ making fun of somebody it wont lead them to hell but pray and god will tell them not to do that.

the second part (still verse 16) says but there sin that leads to death and i am not saying to pray for those who commit it means- all wrong actions are sins but not all lead you to hell and there are sins that lead to hell and some just take you farther away from god but not to hell and if you see somebody committing a deed that leads to hell you might not be ready and in the spirit enough to really do something about it so give it to god he wiil handle it
