Yes, angels are created spirit beings.

"...of the angels He saith, Who maketh His angels spirits, and His ministers a flame of fire..." (Heb.1:7).

"... are they not all ministering spirits, sent forth to minister for them who shall be heirs of salvation?" (verse 14)

Lucifer, Gabriel and Michael are the three named archangels in God's Word, whom, the indication is, were given command authority over one-third each of all of God's created angels.

Speaking of Satan, the Dragon, Revelation 12 says: "...his tail drew the third part of the stars of heaven, and did cast them to the earth..." (Rev.12:4).

Revelation is written as a parable, and therefore in metaphor and allegorical symbols, which The Bible interprets for us.

"...the seven stars are the angels of the seven churches..." (Rev.1:20).

The indication is that the "third part of the stars of heaven" whom the Dragon drew with him into his rebellion were probably the one-third of God's created angels whom God put under his authority in the beginning when he was still a perfect creation, not yet perverted by his own beauty (Ezek.28:17).

And when the war in heaven broke out... it's revealed that Michael, too, has his own angels to command (Rev.12:7).

Of Lucifer, who became God's adversary, Satan, over his questioning of God's authority, the Bible says: "...thou art the anointed cherub that covereth; and I have set thee so... thou wast perfect in thy ways from the day that THOU WAST CREATED, till iniquity was found in thee..." (Ezek.28:14-15).

God's Word tells us that Jesus Christ, the WORD of God... the spokesman and creating agent of the Father in heaven, created ALL THINGS:

"...All things were made by Him; and without Him was not any thing made that was made..." (John 1:3).

"All things" includes the angels.
