In the United States the bishops have an indult from the Vatican that says that the people MAY sustitute some other penance on Fridays outside of Lent. So, it is concievable that you could eat meat on a Friday outside of Lent IF you are giving something else up that is more meaningful to you. But for Lent it must be all flesh meat. Many years ago, every single Friday of the year was a day of abstinence from ALL meat. It wasn't just during Lent. You couldn't eat the flesh of any animal except fish. Beef, chicken, pork and others were all forbidden. Bishops could make exceptions. For example most US bishops removed the requirement on Fridays after Thanksgiving (always a Thursday). Now the abstinence is only during Lent, but it is still ALL meat that is forbidden. It was during the second Vatican Council that the rule changed regarding year-round abstinence. The rule was originally put in place centuries ago to help the weakening fishing industry in Italy.

Yes they are allowed to eat! However during the weeks leading up to Easter -- "Lent" they are asked not to eat meat as a small sacrifice. So of course the traditional meal for Catholics on Friday is seafood -- fish in particular. ( Yes... a purist will say...hey..! Fish is meat isn't it? Actually, all Catholics who are over 14 shouldn't eat meat on any Friday. The reason is because Jesus died on Friday so it a sacrifice, a way of mourning as well.
