I am a Jehovah's Wittiness and most Jehovah's witnesses do not set out to be on the governing body they set out to serve Jehovah God , to the best of their ability and as for how it is done i do not know but you could call the branch of Jehovah's Witnesses (the phone number is on the back of most of their books and magazines)The members of Jehovah's Witness governing body must be male with many years experience in Christian service. They are not voted into the position by Jehovah's Witnesses as a whole.

If u are asking if a person who is not a Jehovah's Wittness can have a funeral service in a Kingdom Hall (the place Jehovah's Wittnesses worship God or Jehovah) you need to ask the Kingdom Hall in your area. If u go during one of their meetings you can ask someone there. --Edit-- You can often find a contact number for your local congregation in the phone book for your area. Non-Witnesses are always welcome at the Kingdom Hall, and you will be made especially welcome if you are attending a funeral of a loved one who was a Witness. --End Edit--

No, in most countries "soliciting" is illegal (it usually involves approaching someone with the aim of procuring some service from them). The Jehovah's Witness gospel speading is not an offense but a constitutional right protected by law.
