it depends on many factors. firstly, i will tell you that if the girl is not related to you in any way, for example, she is just a woman walking on the street and she is not in need of any help or assistance and there if there is no benefit in touching her, then a Muslim should not touch her as this will make her feel at unease and Allah (s.w.t.) is always watching you so fear him.
now the factors are:

your not suppose to touch ANY woman in places where they are not supposed to be touched.
secondly, if the woman is in need of help, like she has fallen on the ground and she cannot get up, then it is alright to touch her ONLY in order to aid her get help in the example.
thirdly, obviously, if the woman is your mother, sister or wife, then you can touch her, this also links with the first factor.
foruthly, the prophet Muhammad (s.a.w) narration of Ma'qil ibn Yasaar (Radhiallahu Anhu) who narrates that Nabi (Sallallahu Alaihi wasallam) said: "It is better for an iron rod (nail, needle etc) to be driven into the head of a man, than for him to touch a woman who is not permissible for him." The hadith is narrated by the great Hafiz of Hadith , at-Tabrani, in his al-Mu'jam al-Kabir (Vol.20 Pg.211) and by the Muhaddith al-Ruyaani, in his Musnad (Vol.2 Pg.323).
therefore, concluding, if there is a necessary need for touching a women, then it may be done otherwise, a Muslim man should not touch any women
